MNYO, FNCC seek Nemcha’s ouster over fund misuse

Manipur Naga Youth Organisation (MNYO) and Foothills Naga Coordination Committee (FNCC) have jointly submitted a memorandum and ultimatum to the President of India, Prime Minister, several union ministers, BJP leadership,RSS chief, Governor and the Manipur government demanding the removal of deputy chief minister Nemcha Kipgen from the Tribal Affairs and Hills,RD & PR portfolios over allegations of misuse of tribal development funds and communal bias.

IMPHAL: Manipur Naga Youth Organisation (MNYO) and Foothills Naga Coordination Committee (FNCC) have jointly submitted a memorandum and ultimatum to the President of India, Prime Minister, several union ministers, BJP leadership,RSS chief, Governor and the Manipur government demanding the removal of deputy chief minister Nemcha Kipgen from the Tribal Affairs and Hills,RD & PR portfolios over allegations of misuse of tribal development funds and communal bias.


The memorandum, addressed to President Droupadi Murmu, PM Modi, home minister Amit Shah, defence minister Rajnath Singh,finance minister Nirmala Sitharaman, tribal affairs minister Jual Oram and several others,alleged that Nemcha Kipgen had manipulated and misused tribal funds sanctioned under Article 275(1) of the Constitution for the fiscal years 2025-26 and 2026-27.


The organisations also addressed the memorandum to the chairperson of the Parliamentary Committee on Scheduled Castes and Scheduled Tribes, the chairperson of the National Commission for Scheduled Tribes, BJP national president,BJP national general secretary organisation,RSS chief Mohan Bhagwat.


The memorandum alleged that schemes and developmental works under the tribal affairs and hills department had been concentrated mainly in Kangpokpi, Churachandpur and Pherzawl districts, which they described as Kuki-dominated areas.


They claimed that projects included the construction of 10 multipurpose community halls and several other schemes and works in those districts.


According to the organisations, seven Naga-dominated districts — Chandel, Tengnoupal, Ukhrul, Kamjong, Tamenglong, Noney and Senapati — were allegedly excluded from the distribution of tribal development funds.


The memorandum further alleged that despite the presence of Naga, Meetei and Nepali communities in Churachandpur, Pherzawl and Kangpokpi districts, the benefits were allegedly provided only to Kuki-dominated areas while non-Kuki villages were neglected.


MNYO and FNCC also expressed concern that funds under the rural development and panchayati raj departments could similarly be diverted only to Kuki areas while other districts inhabited by Naga, Meetei, Muslim and Nepali were allegedly sidelined.


The organisations urged the centre and the state government to immediately remove the TA&H portfolio and the chairpersonship of the Manipur Tribal Development Corporation from Nemcha Kipgen and either assign them to a minister stationed in Imphal or keep them under the custody of the chief minister.


They alleged that the deputy chief minister had not been stationed in Imphal since the formation of the new popular government in February 2026.


The memorandum stated that the organisations had earlier appealed to the Manipur government on March 25, 2026 but claimed that no action had been taken so far.


They demanded cancellation of all schemes, works and projects allegedly allocated unfairly under the 2025-26 and 2026-27 programmes and sought redistribution of the funds equally among all districts before May 31, 2026.


The organisations warned that if no action was taken within the stipulated timeframe, they would launch various forms of agitation.


They also alleged that the tribal funds could potentially be misused to support unlawful militant activities linked to KNF (P), referring to allegations concerning Semtinthang Kipgen alias Thangboi, identified in the memorandum as president of the Kuki National Front-P and husband of the Dy CM.


The memorandum was signed by MNYO president DLL Naga, general secretary Poudinlung Riamei, FNCC convenor Akhiu Ngaomai and secretary B Robin.
